Tertiary cooperative means a sectoral or multi-sectoral cooperative whose members are secondary cooperatives and whose objectives are to advocate and engage organs of state, the private sector and stakeholders on behalf of its members, and may also be referred to as a cooperative apex in line with its sectoral or geographical mandate.
